I agree with what LuckyP said, that is why I asked the age. His colour and age would make it unlikely to be cancer eye (SCC) so he is definitely worth getting it looked at. More than likely just a quick snip, may even be a small wart on his eyelid.

I had to have an eye removed from a young cancer eyed cow ( vet recommended it) back in the 80's it didn't cost me but $80.
She lasted another 7-8 years before it came back , the side of her head swelled up like a basketball.
She was a really good cow.
