Establishing Paths

What are some good ways to establish paths through an overgrown garden? There are sections of the garden that are almost inaccessible due to overgrown paths currently.

Relatedly, could I use a roto-tiller to help establish such a path? Would that be better at a different time of year?

I would cosider a lawn mower to begin with and then go from there.
